I am writing to you without first getting the
views of the Foreign Office as I am most anxious to
avoid any further delay in reaching a decision on the
future of the University and putting rehabilitation
work in hand. I know that Grantham, the/Governor of
Hong Kong, is anxiously awaiting some definite news.
He sent us a telegraphic enquiry on 5th August. If,
of course, the Foreign Office have any different views
from those set out above or have any further substantial
comments to make I will write to you at once. But perhaps
you would in the meantime proceed on the assumption that
the above views will be acceptable to them.
